Yea I am not sure about that but I do know that they sell bowls that look like waffle cones so that you don’t have to do that kind of thing. Just do a google search for waffle cone dishes.

I’d use shellac. Apply several coats, letting it dry between each coat.
Make sure your guests know they are NOT edible.
